Salary : -
  • The rate of Dearness Allowance payable in respect of State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full time Employees borne on the contingent and work charged establishments and employees of Local Bodies will be enhanced from the existing rate of 53% to 63% w.e.f . 1.7.2013
  • The Dearness Allowance payable in respect of those employees continuing in the per-revised scale of G.O(P) No.145/2006/Fin dated 25.03.2006 will be enhanced from the existing rate of 157% to 174% w.e.f. 1.7.2013.
  • The Dearness Allowance at the enhanced rates will be paid in cash with the salary for the month of January,2014 onwards. The arrears for the period from 1.7.2013 to 31.12.2013 will be drawn and credited to the provident Fund Account of the employees along with the salary bill or any of the months from January 2Ol4 to July 2014. This procedure is applicable to those employees continuing in the per-revised scale even after 2009 Pay Revision and even after 1996 UGC/ AIC'I'E/ Medical Education Scheme. No withdrawal other than final withdrawal of arrears of Dearness Allowance credited to provident Fund Account shall be made before 30.11 .2017 or retirement, whichever is earlier.
  • The enhanced rate of Dearness Allowance will also be applicable to Part-time and Part-time contingent employees on the basis of pay drawn by them.

Pension :-
  • The Dearness Relief payable to State Service Pensioners and Family Pensioners (whose pension/family pension has been revised as per G.O.(p) No.87/2011 fin, dated 28.02.2O11) will be enhanced from the existing rate of 53% to 63% with effect from 1.7.2013
  • The enhanced rate of Dearness Relief due from 1.7.2013 will be paid along with the pension of January 2014 and arrears from July 2013 to December 2013 will be released in four quarterly equal installments along with the Pension for the months of February 2014, May 2014, August 2014 and November 2014.



New Rebate under Sec 87A of IT Act 1961

New Section 87A of the Income Tax Act, 1961
Inserted by Finance Bill, 2013-14

                   In the Budget 2013 Speech, The Finance Minister had said, “Nevertheless, I am inclined to give some relief to the tax payers in the first bracket of Rs. 2 Lakh to Rs. 5 Lakh. Assuming an inflation rate of 10% and a notional rise in the threshold exemption from Rs. 2,00,000/- to Rs. 2,20,000/- I propose to provide a tax credit of Rs. 2,000/- to every person who has a total income upto Rs. 5 Lakh”.
                A tax rebate of Rs 2,000 from tax calculated will be available for people having an annual income upto Rs 5 lakh.   However, this benefit of Rs2,000 tax credit will not be available if you cross the income range of Rs 5 lakh.  Thus we can say that tax payable in 10% slab will be maximum Rs28,000 (taking into account Rs 2000 tax credit), but for people who fall in income range of Rs.5 lakh and above, the tax will be Rs30,000 + 20% tax on income above Rs 5 lakh;

As stated by the Finance minister above, the detailed explanation of the newly inserted section is mentioned below:
  • The above amendment was bought by inserting a new Section 87A in the Income Tax Act, 1961.
  • It is to be noted that, the above amendment does not mean that basic Exemption Limit has been raised from Rs. 2,00,000/- to Rs. 2,20,000/-.
  • It is a Rebate and not a deduction, meaning an assessee will get reduction in the “Income tax payable” by him.
  •  It is available ONLY to an ‘INDIVIDUAL’ assessee, resident in India who’s “Total Income” during the PY does not exceeds Rs. 5 Lakh.
  • However, the above rebate benefit is not applicable to a super senior citizen, since he is already fully exempted up to Rs. 5 lakh.
  • It is applicable for Assessment Year 2014-15 and thereafter. (Financial Year 2013-14)
  • This Rebate not available to a Non resident individual.
  • If the total tax payable is less than Rs. 2000/-, rebate is restricted to “total tax payable”.

Christmas- Early Disbursement of 25% of Pay & Allowances and Pension

                               Government have ordered early release of 25% of Pay and Allowances for December 2013 and Pension/ Family Pension/ Kerala Freedom Fighters Pension for January 2014 in connection with Christmas.

KASTURIRANGAN REPORT (KERALA) : An Overview in Malayalam

                   Kasthuri Rangan Report was published in malayalam by the Kerala Government.
The opinion of the people of Kerala will be gathered once the Union government’s notification on the Kasturi Rangan report is received by circulating the Malayalam version of the same. An expert committee will also be constituted to give shape to Kerala’s stand on the report.
              Kerala will intimate the centre on its views with regard to the report after discussions with presidents of the 123 villages as remarked in the report and also with representatives of various farmers’ organizations, people’s representatives and finally, after taking into account the views of the expert committee on the matter.

10 th Kerala Pay Revision Commission 2014

Government have appointed a Pay Revision Commission to study and make recommendations on revising the pay and allowances and other benefits of the State Government employees including teaching and non-teaching staff of Aided educational institutions and local bodies.

TERMS OF REFERENCE
The Terms of Reference of the Committee shall be as follows:- 
i) To consider and suggest modifications if found necessary for the Pay and Allowances of: 
  •  Posts under Government service, including Part-time Contingent Service and Casual Sweepers 
  •   Posts including Part-time posts and Casual Sweepers under Educational Institutions of the Government, Aided schools and colleges and also such institutions covered by direct payment scheme excluding those posts covered by UGC/AICTE etc. scheme of scales of pay and also posts for which, Central scales of pay have already been allowed such as teaching staff in Medical Colleges, Judicial Officers, etc. 
  •  Posts under Local Bodies and University employees except those posts covered by AICTE/UGC/Central Scheme. 
ii) To examine the present structure of pay and allowances and other emoluments and service conditions including promotional avenues and fringe benefits available to the above categories of employees and suggest changes which may be desirable and feasible keeping in view, inter-alia, the need for greater social accountability and efficiency of administration. 

iii) To examine and suggest changes if any to the benefits available to Service Pensioners. 

iv) To suggest remedies for the anomalies caused due to the last pay revision and to suggest measures to avoid cascading effects if any, likely to be caused by such anomalies. 

v) To examine and assess the additional financial commitment for implementing the pay revision with effect from 01.07.2014. 

vi) While considering the above issues, the need for bringing down the wide disparity if any existing between different scales in Government service shall be kept in mind. 

vii) While considering the above issues the need for a gender sensitive service structure shall also be kept in mind.

Procedure for remittance of Premium for GPAIS 2014

 i) The Drawing and Disbursing Officer/ Self Drawing officer shall deduct the premium from the salary of November and remit to Treasury as has been done in the previous year. 
 (ii) The Cheque Issuing Officers of the Government Department should furnish the schedule in triplicate along with the cheque to the concerned Treasury. 
(iii) The Drawing and Disbursing officer / authorized officer in other cases,should remit the collection under Form TRS / proper receipt to the head of account "8658 - Suspense Accounts, 102 - Suspense Accoints (Civil), 88 – Group Personal Accident Insurance Fund" with separate schedule in tripiicate in the treasury. The Treasury Officers should draw the amount of premium towards Group Personal Accident Insurance Scheme 2014 from the suspense account 8658-102-88 and take DD in favour of Director of Insurance,Thiruvananthapuram.

Sanctioned 10% Dearness Allowance hike to Kerala Government Employees

                       Kerala Cabinet sanctioned an additional dearness allowance of 10 per cent to State government employees and pensioners on Wednesday. With this, the total dearness allowance will be 63 per cent of the basic pay.
                              Announcing this, Chief Minister Oommen Chandy said that the decision would have retrospective effect from July 2013. However, the salary would carry the increased rate of dearness allowance from January 2014. The arrears from July to December 2013 would be credited into the provident fund account of the employees.
                          Employees would get the new DA from July this year and the state exchequer would have an additional expenditure of Rs.130 crore per month on this account.  The recommendation comes in the wake of a hike in the DA of central government employees. The cabinet has also decided to give the salary scale of secretariat staff to university employees. 

10% Hike in DA of Kerala govt employees recommended

                    Finance Minister K M Mani recommended the department to make a hike of 10% in the dearness allowance of government employees and teachers. The next cabinet meet will consider the proposal.

                     If the allowance is hiked, the government will suffer an additional liability of Rs 1600 crores yearly. The allowance was hiked four times after the UDF Government came into power.

Economy in Expenditure:- Restriction of Filling of Leave vaccancies, Review of 30500 Posts

                As part of fiscal consolidation efforts, Government Order enforcement of the following economy measures for control of non-development expenditure and for enhancing ' revenue realization, for strict compliance with immediate effect
(i) Creation of new posts: No additional posts will be created without the concurrence of the Finance Department till 31.03.2014.

(ii) Deputation of officers to field Departments,Public Sector Undertakings,Autonomous Bodies:
(a) In future, deputations will be allowed only if the Department concerned can spare the services of the officer or employee.
(b) If an officer or employee is deputed to another department/organization, the resultant vacancy will not be filled up.
(c) Deputations will be allowed only at the level at which the post was sanctioned.
(d) No extension of deputation will be allowed in respect of officers/employees who are on deputation at present.
(e) As a policy, deputation of officers from Government Departments to Public Sector Undertakings and autonomous bodies to handle administrative, financial and legal functions will be discontinued. Public Sector Undertakings and autonomous bodies will be authorized to recruit personnel with professional qualifications for such posts.

(iii) Filling up of Leave Vacancies: Vacancies resulting from leave without allowance will be filled up only on temporary basis for a period of six months at a time and the temporary arrangement will cease once the leave beneficiary returns to duty.

(iv) Temporary posts pending regularization: There are more than 30500 temporary posts created  for specific - schemes/purposes for which sanction for continuance is being issued from time to time. A committee chaired by the Secretary (Finance Expenditure) and comprising  the Secretary of the Department and Head of Department concerned is constituted to review the need for continuance of these temporary posts for which sanction for continuance is being issued from time to time. After the review, action will be taken  to discontinue posts which are not required and to adjust those that are required against future vacancies. A proposal in this regard will be brought before the Council of Ministers within a month.

(v) Control of Expenditure:
(a) Non-plan expenditure will be restricted to the budget provision. However, commitments already made by the Government will be kept up.
(b) Additional authorization and Demands for Supplementary Grants will be . allowed only with the concurrence of the Finance Department.
(c) All Departments will take effective steps for timely implementation of Plan Schemes so that bunching of expenditure in the last quarter of the year is eliminated.
(d) Foreign Travel will be restricted to those connected with approved projects and prior commitments. Departmental Working Groups will not be authorized to sanction foreign travel.
(e) As far as possible, hired vehicles will be used in place of departmentally owned vehicles. For all new establishments only hired vehicles will be sanctioned.
(f) The Swavalamban Pension Scheme will be adopted for all new workers and workers with a remaining service of 20 years or more, who are on the rolls of the Welfare Fund Boards under the Government.

(vi) Revenue Augmentation:
(a) An intensive drive for collection of revenue arrears will be taken up immediately. All unconditional stay orders passed by the Government in respect of tax and non-tax revenue items are vacated with effect from  11.10.2013. In future, no unconditional stay orders will be passed. Installment facilities will be granted only on payment of a minimum of 30% of the arrears on demand; the maximum number of installments will not exceed ten.
(b) Urgent action will be taken in consultation with the Advocate General and others concerned for moving the courts for vacation of stay orders issued by courts in respect of tax and non tax revenue items.
(c) Directions will be issued by Heads of Departments to the departmental appellate authorities to dispose off within three months all cases in which stay orders have been passed by such authorities.

               A committee chaired by the Chief Secretary and comprising Additional Chief Secretary (Finance), Secretary(Taxes), Secretary (Finance Expenditure), Secretary (Revenue ) and Additional Chief Secretary (Forest) will examine all pending proposals for augmenting tax and non tax revenue and furnish recommendations to the Council within two weeks.

KSEB to be converted in to a Company

The cabinet meet has decided to turn the Kerala State Electricity Board (KSEB) into a company as per the Central Power rules of 2003.

It will be converted into a company by protecting the service rules and pay scales. The Board will be divided into 3 sub companies.

A special Trust will be formed for the existing pensioners and for those due to retire and this Trust will handle pension-related issues. Rs 7000 cr is needed for the pension fund and Rs 3000 cr will be given by the state within 10 years.

Liabilities of the board, which were assumed by the government during the board formation, would be transferred to a newly-registered firm, KSEB Ltd.

Online submission of Salary Bills- Instructions

                            Government have instructed the Director of Treasuries to ensure that e-submitted salary bills alone shall be encashed in all District Treasuries from the salary bill for 10/2013 and Sub-Treasuries from 11/2013 onwards.
                            This system will be applicable for oll Drawing ond Disbursing Officers (DDO, and Self Drawing Officers (SDOs) drawing salary from Sub Treasuries also by 11/2013 salary bill onwards.
The Director of Treasuries shall ensure that e-submitted bills alone shall be encashed in all District Treasuries and Sub Treasuries, accordingly.The detailed instructions for e-submission through SPARK is available in the SPARK website,

Onam Advance -Recovery Starts from October Salary

                  According to  GO(P) No.431/2013/Fin. dated 05-09-2013 sanctioned Onam advance subject to a maximum of Rs .l0,000/-. The order adds that the advance will be recovered in 5 equal monthly instalments as usual.
               Usually recovery of Onam advance is started from the salary due on 1st of the next month of drawing the advance and thus the recovery is to be started from the salary for the month of September due on 1st October. To avoid burden to employees who had also availed 50% salary advance sanctioned vide GO(P) No.412/13 Fin. dated 30-08-2013 which is to be adjusted in the salary for September, the recovery of Onam advance shall be effected from the salary for the month of October due on 1st November, 2013 and continued till completing the recovery without any break.

2)Trial allotment explores the possibility of applicants in the college/programme of their choice that may vary first allotment to be published on June 13th. The trial allotment does not guarantee that the candidate will get allotment in a college or programme of his/her choice for ranks may vary in the actual allotment subject to data modification by the applicants after the trial allotment. After trial allotment, the candidates can correct/modify the data entered in the online application from 06/06/2013 to 09/06/2013, 5 pm. Candidates will have the provision to modify option details from 06/06/2013 to 09/06/2013, 5 pm.
3) Modification of options after the commencement of actual allotment will be limited to rearrangement/deletions only.
      "The actual allotments will be done solely based on the details given by the candidate in online application. Any discrepancy in the online details furnished by the candidates with the original documents submitted at the time of admissions will lead to the cancellation of allotment. For the same reason, the correctness of the applications is the responsibility of the applicants themselves."
Procedure for Modification of Personal and Academic data, if necessary
1)The candidates can correct/modify the data entered in the online application from 06/06/2013 to 09/06/2013, 5 pm. Candidates will have the provision to modify option details from 06/06/2013 to 09/06/2013, 5 pm.
2)After login using the application number and password, click on the link 'Click here to Edit your personal and academic details'.
3)After modifying the data, click on the "Update" or "Save" button provided at the bottom of the page.
4)If the candidate wants to change his/her option already registered, he/she may revise the options as desired and should see that the options are listed as per his/her priority.Candidates should save the options after modifications.
5)Candidates should finally click on the "final submission button" after completing the verification of the modified data.
6)There is no need to submit the printouts of the modified data/options to the University.
7)Candidates should take care to logout after completing the modification process.

HBA Online applications 2013-14 starts from 01.06.2013

The online registration of HBA applications 2013-14 starts from 01.06.2013 and the HBA SEL website will freeze on 29.06.2013 at 5 pm. 
After online registration the HBA appendix III statement generated from the website signed by Heads of Departments shall be forwarded to Finance Department before 15.07.2013. Manually created appendix III statement will not be entertained in Finance department. Therefore all the Heads of Departments and. Sanctioning Authorities shall ensure themselves whether all the eligible applications have been entered online. In the case of joint application of employees working in different departments, the application along with connected documents shall be forwarded to Finance Department only after online registration by any one of the Heads of Departments. In the case of joint application of employees working in same departments, the applications shall be processed by the Head of the department concerned and it need not be forwarded to Finance Department. 
All the Heads of Departments and Sanctioning Authorities shall see that the HBA list once prepared and published online by Government is having continuity and fresh application for HBA need not be obtained from those hands whose name is figured in the previous year HBA list, but pending disposal for want of administrative reasons.
The HBA combined State wise seniority list shall be published in the www.finance.kerala.gov.in website. No corrections shall be permitted after publishing the final eligibility list. The seniority is based on date of retirement (lesser the service left higher the priority will be' is the norm being followed).
Therefore all .the Heads of Departments and Sanctioning Authorities shall verify scrupulously the correct date of birth, date of retirement, HBA amount recommended for and ensure that the documents as provided under Form No.29 (Art 244 c KFc) are appended with the application at the time of applying for HBA itself before publishing the combined HBA State Seniority List 2013-14. In complete applications shall
summarily be rejected by the Heads of Departments concerned.

KEAM OPTION -Submission of Marks for the Preparation of Engineering Rank List 2013


Last date of online mark submission of Qualifying Examination : 04/06/2013 5:00 pm         
              Commissioner for Entrance Examinations announced that the Engineering Rank list 2013 will be prepared by giving equal weightage to the marks obtained in the Entrance Examination for Engineering (Paper I & Paper II put together) and the grade/marks obtained for Mathematics, Physics and Chemistry/Computer Science/Biotechnology/Biology put together in the Second year of the qualifying examination (Plus Two or equivalent), after effecting the standardisation procedure as described in Clause 9.7.4 (b)(iii) of KEAM Prospectus 2013.
              The candidates who have qualified in the Engineering Entrance Examination 2013 shall submit the marks obtained for Mathematics, Physics and Chemistry/Computer Science/Biotechnology/Biology in the Second year of Plus Two or equivalent qualifying examination through the website www.cee.kerala.gov.in The website will be opened from 24.05.2013 to 04.06.2013 for online submission of marks.
              Candidates will have to enter their Application number, Roll number, Key number and password which was already given while submitting online application for KEAM 2013, in order to access their home page. The details of Second year marks available with this office from the Boards concerned will be displayed when submitting the Examination Board, Year of passing and Register number of the candidate on the web page. In such cases marks entry need not be made again. The marks displayed on the home page shall be verified with the original mark sheets and confirmed by the candidate. If the marks data is not available with this office from the Boards, the marks obtained by the candidate for the Second year need be entered. After verification/submission of marks, confirmation has to be done by all candidates and take the print out of the marks submission data, through the link “Print and Finalize Mark Data Sheet”. The print out of mark submission data duly signed by the candidate along with the copy of Plus Two mark sheets attested by a Gazetted Officer should reach the Office of the Commissioner for Entrance Examinations on or before 5 pm on 05.06.2013
              Applicants who do not submit the marks online and those who have not forwarded the print out of the marks submission data along with the self-attested copies of the mark list of the qualifying examination will not be considered for the preparation of Engineering rank list 2013.

KEAM 2013-Online Submission of Marks of Qualifying Examination and NATA Score for the Preparation of Architecture Rank List


                     The commissioner for Entrance Examinations announced that candidates who have applied for admission to Bachelor of Architecture Degree Course (B.Arch) 2013 should submit details of their NATA (National Aptitude Test in Architecture) Score with NATA-Candidate ID and marks obtained in the qualifying examination on the website www.cee.kerala.gov.in The website will be opened from 25.05.2013 to 04.06.2013, 5 pm for submission of marks online.
                     Candidates shall access their home page by submitting the Application number, Roll number and Key number, and password which was already given while submitting online application for KEAM 2013. The candidate will have to submit the NATA score with the NATA-Candidate ID and the marks obtained in the qualifying examination. If the qualifying examination is Plus Two or equivalent, marks obtained for Mathematics and all other subjects need to be entered with the maximum marks, registration number and year of passing. If the candidate has studied Diploma in Engineering as the qualifying examination the total marks secured with maximum mark, register number and year of passing need be entered. The submission of marks, should be confirmed by the candidate and the print out of the marks submission data shall be taken. The candidate shall forward this print out duly signed along with the copy of NATA score card and the mark sheets of qualifying examination attested by a Gazetted Officer directly or by way of post (Speed post/Registered post) to the Commissioner for Entrance Examinations, 5th Floor, Housing Board Buildings, Santhi Nagar, Thiruvananthapuram-695001 on or before 05.06.2013, 5 pm.
                     Applicants who do not submit the marks online and forward the duly signed print out of the marks submission data along with the attested copies of the mark list of the qualifying examination and NATA Score will not be considered for ranking in Architecture Course 2013.
