10 th Kerala Pay Revision Commission 2014

Government have appointed a Pay Revision Commission to study and make recommendations on revising the pay and allowances and other benefits of the State Government employees including teaching and non-teaching staff of Aided educational institutions and local bodies.

TERMS OF REFERENCE
The Terms of Reference of the Committee shall be as follows:- 
i) To consider and suggest modifications if found necessary for the Pay and Allowances of: 
  •  Posts under Government service, including Part-time Contingent Service and Casual Sweepers 
  •   Posts including Part-time posts and Casual Sweepers under Educational Institutions of the Government, Aided schools and colleges and also such institutions covered by direct payment scheme excluding those posts covered by UGC/AICTE etc. scheme of scales of pay and also posts for which, Central scales of pay have already been allowed such as teaching staff in Medical Colleges, Judicial Officers, etc. 
  •  Posts under Local Bodies and University employees except those posts covered by AICTE/UGC/Central Scheme. 
ii) To examine the present structure of pay and allowances and other emoluments and service conditions including promotional avenues and fringe benefits available to the above categories of employees and suggest changes which may be desirable and feasible keeping in view, inter-alia, the need for greater social accountability and efficiency of administration. 

iii) To examine and suggest changes if any to the benefits available to Service Pensioners. 

iv) To suggest remedies for the anomalies caused due to the last pay revision and to suggest measures to avoid cascading effects if any, likely to be caused by such anomalies. 

v) To examine and assess the additional financial commitment for implementing the pay revision with effect from 01.07.2014. 

vi) While considering the above issues, the need for bringing down the wide disparity if any existing between different scales in Government service shall be kept in mind. 

vii) While considering the above issues the need for a gender sensitive service structure shall also be kept in mind. 
What is New
The Heads of Departments, Nodal Officers, Service Organisations, individuals may bring to the notice of the Commission the discrepancies, omissions if any, with supporting Government Order before 27/05/2015. Appeal received after 27/05/2015 will not be entertained. DOWNLOAD

Pay Commission report to be filed by late June :
            Even as tenure of the State Pay Commission is drawing to a close on June 30, the Commission is keeping itself on its toes to submit the report in time. The date has not been finalised yet in view of the impending by-election in Aruvikkara.
Since the Commission, headed by Justice C.N. Ramachandran Nair, was unable to take decisions on certain crucial issues, the report carries only recommendations on pay scale and pension of the employees.

            The members of the commission had earlier sought to extend the deadline to include recommendations covering all the issues. However, the Justice Ramachandran, and other members of the Commission, K.V. Thomas and T.V. George reached a consensus to file the report in time.

            Health insurance of State employees and pensioners, improving their efficiency and social responsibility were some of the issues on which the State had sought the view of the commission. The Commission decided to deal with other issues if additional time is granted after the report on pay and pension is filed.

RECOMMENDATIONS IN BRIEF
  • Pay/Pension revision to  come into effect from 01-07-2014.
  • All employees as on 01-07-2014 to come over to the new scales of pay as on 01-07-2014. Old system for option dispensed with; but next increment will be allowed on due date without waiting for one year.
  • Minimum Pay at Rs.17,000/- and maximum pay at Rs.120,000/-(The existing minimum pay with DA as on 01-07-2014 was Rs.15,300/- and maximum at Rs.107,712/-)
  • Fitment benefit @12% subject to a minimum of Rs.2000/- Service weightage up to 15% (0.5% for every completed year of service. Maximum benefit (fitment and service weightage taken together) restricted at Rs.12,000/-
  • DA (80%) merged in full as on 01-07-2014.
  • Number of scales 27 and stages 82, as in the last revision
  • Minimum increment rate at Rs.500/- and maximum at Rs.2400/-
  • HRA in rural/Panchayat areas to be increased from existing Rs.250 to a minimum of Rs.1000 and maximum of Rs.1750. In general, HRA ranges from Rs.1000 to Rs.3000 (existing Rs.250 to Rs.1680)
  • CCA and other allowances hiked. Certain allowances and special pay withdrawn.
  • Enhancement of retirement age from 56 to 58 years.
  • This revision to be in force for 10 years.
  • LTC at Government of India scale can be allowed subject to exchanging it with encashment of earned leave.
  • Minimum increase in the salary to be Rs.2750/- (including pay and HRA)

Anomaly:
Pay Revision Commission suggested discontinuing system of option and all employees will come to new scale w.e.f 1-7-14, and will get next increment on due date without waiting one year.
Now consider this:
Employee-1 joined on 01.7.13 and Employee-2 on 01.08.2013 as Clerk in scale of Pay 9940-16580.
Now both will come to new scale 21100-43600 w.e f 01.07.2014 with Basic Pay of 21100. And Employee-2 will increment on 01.08.2014 (old increment date), Where Employee-1 will get increment only on 01.07.2015 (old increment date)....!!!!!

Please follow the following steps
1. Take Existing Basic Pension;
2. Add Fitment benefit at 18 % of existing basic pension (i.e. of (1) above). If it
involves fraction of a rupee, it shall be rounded off to the next higher rupee.
3. 80% of existing Basic Pension (i.e. of (1) above) as rounded off to the next
higher rupee.
The amount so arrived (rounded to next higher rupee) will be regarded as consolidated
pension with effect from 01.07.2014.

For Eg. Existing pension = 10,000/-
Fitment@18% = 1800
DA to be merged@80% = 8000
NEW BASIC = 10000+1800+8000 = Rs. 19800/-

Is there any software for pensioners?
Whether separate soft ware to be used of persons retired after 01-07-2014 (partly in service and partly pensioner as of now)
Also what is the provision to enter the qualifying service if LWA was availed for several years? I have total service of 33 years and QS only 21 Yrs since on LWA.
Please help
Software done by Mr.Anson seems to be better & user friendly except for the above minor issues.

Kindly Give your advise for the following.
An employee promoted in January 2014 and Opted 28b rule. Normal increment falls due in October 2014. He got one notional increment in January and 2 increment in opted month October 2014. Basic on July 14 is 27140 in 24040-38840. Increment rate 680. Basic in October 2014 is 28500.How many increment in revised scale will get in the Opted month, October2014.

I was working in high school for 27 years(3-6-1988)(CONTINOUS SERVICE). I was promoted to hsst on 1st of june 2015 and my appointment was approved but I am still not recveiving my salary. My pay fixation papers are already submitted to RDD before the pay rivision but still I have no idea about my salary. Please give me a suggetion sir.

01.12.1998 batch of Kerala police completed 15 years on 01.12.2013 . Most of the personnel suggested for IInd HG date as 01.07.2014. Some personnel selected 01.12.2013 as their option date and some others selected as 01.09.2014. 01.12.2013 and 01.07.2014 got Rs.35,700 /- as their basic pay and 01.09.2014 got Rs. 36,600/- as their basic pay. It means that juniors (technically they are juniors than others) are getting one increment additionally . What is the criteria of the fixation of the salary ? Let it solve this problem.

Kerala Police 01.12.1998 batch reached 2nd Higher Grade on 01.12.2013. Most of the personnel opted 01.07.2014 as HG date, some others opted 01.12.2013 and 01.09.2014. Now new pay revision 01.12.2013 and 01.07.2014 got 35700/- as basic pay and 01.09.2014 opted personnel got 36600/- . It means juniors ( technically) got one increment more than others....

i am a non vocational teacher junior and joined in duty on 12/06/2008.now i completed my 8 years of service and eligible for grade. my basic pay is 39500/,and increment date is 1/07/. whether i will be eligible for increment in July, if i fix the grade on 12/06/2016 or to give any option.

as per GO(p)9 I submitted the application to the DDE through proper channel but they returned my application stating
the application form is not the right one. Whitch is the correct form for the pension revision?
